AS Archaeology was commissioned to produce a Heritage Appraisal Statement for Moorside Farm, Broadbury, Okehampton, Devon EX20 4LL. The appraisal concerned the proposed Class Q residential conversion of an existing modern livestock barn into a single five-bedroom dwelling.
Why a heritage appraisal statement?
The access to the building is via an existing track. It is proposed to construct a raised timber floor above the existing concrete floor, to accommodate waste pipes and plumbing . The dwelling will re-use previously excavated service trenches. It is also proposed to remove a polytunnel and water tank structure to the immediate W and two modern outbuildings to the S of the barn to provide an area for car parking, and to excavate a trench for a new sewer pipe, to a depth of about 1m bgl between the conversion and the existing septic tank.
The access to the building is via an existing track and car parking is on an existing area of hardstanding. A raised timber elevated floor will be constructed about the concrete floor slab, which will allow a 300 mm cavity to accommodate waste pipes and plumbing.
The site is situated about 5m SE of two Bronze Age bowl barrows on Broadbury which are designated as a Scheduled Ancient Monument. The application was recently refused planning consent on grounds of the proximity and impacts to the Secluded Monument. Due to the nature of the conversion works and ground disturbance which could result in impacts to unknown further archaeology. As a result, the development would be harmful to the Scheduled Monument and its context and as a result is undesirable. Therefore, the proposed conversion from agricultural use of a dwelling house is unsupportable.
